Mueller details $6.7M spent in early months of Russian Federation probe

A 1999 General Accounting Office report, for example, showed that independent counsel Kenneth Starr's office spent $6.2 million in the last six months of 1998, though it's unclear if that amount included both direct expenditures by the special counsel and supporting agency costs.

The special counsel's office spent $3.2 million in its first four months probing ties between President Donald Trump's top advisors and Russian Federation, according to a release issued Tuesday by the Department of Justice. Dianne Feinstein of California, the top Democrat on the Judiciary Committee which is conducting its own investigation, said in a statement.

It's hard to make comparisons to other investigations led by specially designated prosecutors or to draw conclusions about how much Mueller will ultimately spend.

Mueller reports to Deputy Attorney General Rod Rosenstein, who appointed him, although the rule gives a special counsel broad discretion to run the investigation without regularly consulting with the department or requesting its approval. Manafort and Gates have entered not guilty pleas in defense of a number of business related charges.

Of that price tag, only about $3.2 million was spent directly by the special counsel's office.

Previous special counsel investigations, including probes of President Bill Clinton in the late 1990s, have also spent millions over a few months' time.

Since the probe began in May, the special counsel has charged four people, two of whom have pleaded guilty.

Since then, special counsels have been governed by a Justice Department regulation.
