Ankara's statement came amid reports from the Russian Defense Ministry of an attempted terrorist attack on Russian military facilities in Syria, announced on January 8.

Russian Federation hinted on Thursday that Ukraine manufactured the explosives used in an attempted drone attack on its military bases in Syria, following claims linking Turkey and the U.S. to the attack.

He said that unspecified terrorists utilized a total of 13 improvised drones, each carrying 10 bomblets, sending 10 to Russia's Khmeimim air base in Latakia governorate and the other three to its naval base in Tartus on the Mediterranean Sea.

The ministry added that the Russian Main Intelligence Directorate (GRU) uncovered a terrorist fixed-wing drone assembly and storage workshop in in the northern Idlib governorate.

Moscow claims that several armed drones attacked Russian bases in Syria. In September 2017, Vladimir Putin said that he believes all future wars will be fought by drones, explaining "when one party's drones are destroyed by drones of another, it will have no other choice but to surrender", according to the Associated Press.

However, a government offensive helped by Iran-backed militia has gathered pace in Idlib in the last two weeks, according to rebels and a military media unit run by Lebanon's Hezbollah, which is fighting on the Syrian government side. That's something Russian Federation and other governments are becoming very aware of.

"This particular attack is the number of drones involved against a single target and the fact that they've been launched on what appears to be a completely autonomous mission", Norton said.

It could be the single biggest loss of military hardware for Russian Federation since it began supporting Syria's president Bashar al-Assad in 2015.

"We know who they are, who paid who for this provocation, and what the actual sum was". Secondly, it was about our relations with our partners - Turkey and Iran.

The attack occurred a few days after mortar and rocket shelling of the Hemeimeem air base.
