Finance minister issues order in response to North Korean money-laundering fears

U.S. State Department officials confirmed that China and Russian Federation were not invited to Tuesday's meeting, which Canada is co-hosting with the U.S.in response to North Korea's recent nuclear and ballistic missile tests.

China on Thursday rejected a media report that it plans to fund the construction of an anti-terror base in Afghanistan.

Prime Minister Justin Trudeau sidestepped questions Friday about the lack of an invitation to China for the Vancouver meeting, which some have suggested will limit whatever progress can be achieved.

The reason? Both Greece and Colombia sent military forces to fight against the North Koreans.

"Canada recognizes the essential role that China has to play in any diplomatic efforts in support of security and stability on the Korean Peninsula", department spokeswoman Amy Mills said in an emailed statement Wednesday evening.

"We look forward to engaging with a broad range of partners next week in Vancouver", Trudeau said in London, Ont., where Liberal cabinet ministers were wrapping up two days of meetings before the return of Parliament on January 29. Chinese Foreign Ministry spokesman Lu Kang has said the event will not be helpful in reducing tensions on the Korean peninsula because key regional powers won't be there.


The discussions will put a heavy emphasis on stopping North Korean money laundering as well as smuggling by sea, which US officials have suggested could involve taking action against North Korean shipping.

"All parties should work to defuse tensions and promote dialogue, rather than blindly resort to pressure and isolation".

"This action supports the United States-led global effort to apply maximum pressure until the North Korean regime ends its illicit programs, changes its behavior and moves toward denuclearization of the Korean peninsula", the White House said. "The main channels for handling and resolving the Korean Peninsula nuclear issue should still be the framework of six party talks and the UN Security Council".

"China is working with us", he said.

"We will be discussing with our partners and allies the kind of steps that we can take on maritime interdiction and also to be cutting, disrupting funding and disrupting resources", he said. "This is not an alternative to everything that we are doing".

The meeting comes after a flurry of diplomacy between North and South Korean and fresh openness from President to the prospect of talks with Pyongyang, although US officials emphasized Thursday that 's provocations can not be tolerated by the worldwide community.
