China reported earlier that its imports from North Korea plunged 33 per cent past year - and 81.6 per cent in December. Since February, Pyongyang has fired off 23 missiles.

There were also talks of carrying out a limited strike on North Korea with the fears of a nuclear war in the background.

President Donald Trump and South Korean President Moon Jae In had a phone call where they discussed recent talks between the two Koreas, but a major discrepancy exists between the USA and South Korea's account of the call.

But asked whether he has talked to Kim, Trump answered: "I don't want to comment on it. The difference is I'm president, other people aren't", Trump said. "I like it very much what I'm seeing ... hopefully a lot of good things are going to work out". We have a great chemistry together.

"We need to have a deep consideration regarding how we would appropriately manage these tensions, prevent unintentional clashes and establish dialogue with North Korea", Moon added. With that being said, it's not enough. Officials in the Trump administration insist that there is no change in the policy of the United States, but it appears to be a tightrope walk.

"Sure, I always believe in talking", Trump said when pressed on the possibility Saturday. "War rehearsal and dialogue can not go hand in hand", it said in a statement, as quoted by Yonhap news agency.

Chinese customs have in recent months continued to add items to their list of prohibited exports to North Korea. "I think you people are surprised", said the US President.

North Korea, he said, is a big problem.

"If I were them, I would try. That should have been a problem that was solved by Obama, or Bush, or Clinton or anybody, because the longer it went, the worse, the more hard the problem got", he said.

Trump told Moon during the Tuesday exchange he'd consider engaging in dialogue with North Korea and its leader Kim Jong Un "at the appropriate time, under the right circumstances", the readout said.

"I probably have a very good relationship with Kim Jong Un of North Korea".

Sogang University global relations professor Kim Jae Chun told The Straits Times: "Many people worry that the Moon Jae In government will fall into the trap North Korea set up, so it is important to emphasise that denuclearisation is something he can't give up". I'm not saying I have or haven't.

"I don't want to comment on it". It announced it had postponed its joint military exercises with the USA, an annual event that North Korea believes encroaches on their sovereignty, earlier this month.
