Raj Shah, a White House spokesman, said yesterday that "no additional conditions [were] being stipulated" for a proposed summit on denuclearisation. Trump dispensed with decades of USA foreign policy orthodoxy with his decision, particularly given that the North Korean leader made only a vague offer - conveyed via a South Korean delegation that visited him - to discuss giving up his nuclear weapons program.

"This meeting won't take place without concrete actions that match the promises that have been made by North Korea".

Tillerson says many steps must occur before the meeting between Trump and Kim.

After fighting a bloody war in the 1950s - in which the Philippines fought with United Nations troops beside the US - North Korea and the US remained enemies as the war ended with an armistice agreement, not a peace treaty.

Chung had spoken to Yang Jiechi, China's top diplomat, for three hours prior to meeting Mr Xi, the South Koreans said.

Kim Jung-un can, on the other hand, claim the opposite; that his success in the missile and nuclear spheres that brought U.S. territories within their reach can be credited for the breakthrough.

The carrier deployments also may have spooked North Korea, as it released a propaganda video if its missiles destroying a carrier and other key USA weapons systems.

But Mr Tillerson seemed somewhat surprised at the invitation, telling reporters that it was "the most forward-leaning report that we've have had in terms of Kim Jong-un's - not just willingness - but his strong desire for talks".

The deal has apparently been brokered by South Korean leader Moon Jae-in and Seoul's lead envoy, National Security Advisor Chung Eui-Yong, who met with Xi in Beijing for 35 minutes in an apparent bid to assuage his worries. For so long, the United States has sent aircraft carriers and jet fighters in the seas close to the Korean peninsula and stationed some 20,000 American troops in South Korea.

The South Korean newspaper cited an unidentified senior official in South Korea's presidential office.

Asked in a Fox News interview due to air on Monday evening whether there was a real possibility of North Korea denuclearizing, U.S. Vice President Mike Pence said: "We'll see, as the president often says". We have to make the planned inter-Korean talks and the US-North Korea summit meaningful.

Mattis wouldn't talk at all about the diplomatic push over North Korea's nuclear program. But he says the USA does expect to hear directly from Pyongyang.

The Chinese leader also reiterated Beijing's stance on supporting and playing an active role in the denuclearization of the Korean Peninsula and resolving the North's nuclear crisis through dialogue. For 7 years until 2016, he was also in charge of the "Reconnaissance General Bureau", which is a combination of North Korea's military intelligence and Special Forces.
