Investigators are considering the incident as an intentional act, due to the size of the explosion.

The fire service initially said a vehicle may have crashed into the side of the building, but authorities later said this may not have been the case.

A witness describes seeing two women with burns following an explosion that killed one person and injured three at a Southern California medical office building.

Bomb technicians from the Orange County Sheriff's Department, the Federal Bureau of Investigation and other agencies were investigating, said Paul Delacourt, the assistant director in charge of the FBI's field office in Los Angeles. They had not released her name as of late Tuesday night.

There are unconfirmed reports of explosive devices on the scene of the blast in Orange County. Dave Sawyer said the size of the explosion made is suspicious.

The Orange County Fire Authority said the explosion occurred from inside the two-story building at 11 Mareblu Tuesday shortly after 1 p.m.

". They weren't on fire, they were helping each other across the street, walking very slowly and a lot of shock, shaking, just full of ash all over their face, eyes bloodshot, just blood all over", the woman said. The extent of the injuries was not immediately known.

Bomb squad investigators and FBI agents are looking into what caused the blast but authorities said there was no lingering threat, according to NBC.

One woman, who had skin peeling on her arm from burns, said, "Take care of my mother", McWilliams said.

Officials declared a second-alarm fire and hazmat situation, and crews successfully extinguished a fire at the building after the explosion.

Fennessy says children at a daycare across the street were not injured.
