Footnote in Trump report lists Cohen payment

The disclosure was made as a footnote in a section on Mr. Trump's liabilities.

"And that's why the president affirmed it, yes", Giuliani told CNN when asked if the financial disclosure process was the reason he revealed Trump repaid Cohen for the $130,000 to keep Daniels from talking about an alleged affair.

Apol told Deputy Attorney General Rod Rosenstein that he was providing both Trump's 2017 and 2018 disclosures, as potentially "relevant to any inquiry" the Justice Department may be pursuing into the president's filings from past year.

Trump submitted his financial disclosure form, showing he made a payment to Cohen between $100,001 and $250,000 in 2017.

"I am providing both reports to you because you may find the disclosure relevant to any inquiry you may be pursuing", David Apol, acting director of the Office of Government Ethics, wrote to Deputy Attorney General Rod Rosenstein.

Glynn, who served as the general counsel at the Office of Government Ethics from 1997 to 2008, said the letter to the Department of Justice is significant and unusual and that if Trump intentionally filed an inaccurate disclosure previous year, he may have violated the law.

While the disclosure did not specify the goal of the payment, Cohen has said he paid $130,000 to Ms Daniels in the weeks before the 2016 presidential election to keep her from going public about her allegations that she had sex with the married Trump in 2006.

But she added that the matter is now unclear - as the referral from the ethics office does not explicitly state that the agency itself has concluded there was a violation and it is hard to know exactly when Trump learned about the debt.

The Cohen footnote appears in a report giving the first extended look at Trump's revenue from his properties since he became president. The president's Florida club, Mar-a-Lago, also took in $25 million (down from $37 million the prior year), while his Turnberry club in Scotland grossed $20 million.

"Mr Cohen sought reimbursement of those expenses and Mr Trump fully reimbursed Mr Cohen in 2017", it said.

Later that week, the president said the newly hired Mr Giuliani needed time to "get his facts straight".

The document, which covers calendar year 2017, showed total income from Trump's business operations and investments of at least $453 million and assets valued at a minimum of $1.4 billion.

Other properties have not fared as well, including Trump National Doral, a golf resort near Miami, which is Trump's biggest cash flow generator. Ms Dillon didn't immediately respond to a request for comment. The president's tax returns would give a clear picture, but Mr Trump has broken with tradition by refusing to make them public.

While details have slowly emerged about how Cohen leveraged his close ties to Trump in order to receive millions of dollars in consulting deals with domestic and foreign companies, his meeting with al-Rumaihi signals the first time Cohen tried to solicit payment from a foreign government.

Mr Trump has at least $315 million in debt, about the same as he reported a year ago.

Suspicious-activity reports are not proof of criminal wrongdoing, but if the source is correct, last week's reports only covered about a quarter of the $4 million worth of transactions that the bank found fishy.
