The report from the inspector general also criticizes Comey for not keeping his superiors at the Justice Department, including then-Attorney General Loretta Lynch, properly informed about his handling of the investigation, said the person, who spoke to The Associated Press on condition of anonymity because the report is not yet public.

"We did not find documentary or testimonial evidence that improper considerations, including political bias, directly affected the specific investigative actions we reviewed", Horowitz said in the report to be issued Thursday.

Comey later headed a separate probe into the Trump campaign's alleged ties to Russian Federation.

From a practical standpoint, Comey's "punishment" for any claims of insubordination came over a year ago, when Trump summarily fired him.

The report from DOJ Inspector General Michael Horowitz will be reportedly 500 pages long and is scheduled to be delivered to Congress at noon, with a public release three hours later. Trump has seized on the exchange to argue bias against him within the Federal Bureau of Investigation.

The report by the Justice Department's inspector general will be the latest bombshell in the seemingly never-ending fight over the 2016 election.

Law enforcement officials previously told Reuters the information was leaked to former New York Mayor Rudy Giuliani, an adviser to the Trump campaign.

A Justice Department spokesman confirmed Thursday that the report will include discussion of additional text messages between Strzok and Page.
