Alexandria Ocasio-Cortez's Green New Deal blueprint is released: What to know

Government can take an equity stake in Green New Deal projects "so the public gets a return on its investment", she said.

"Whereas the Federal Government-led mobilizations during World War II and the New Deal created the greatest middle class that the United States has ever seen, but many members of frontline and vulnerable communities were excluded from numerous economic and societal benefits of those mobilizations", the document states.

So far the Green New Deal has drawn the support of more than 40 progressive lawmakers as well as Democratic 2020 presidential candidates, but has yet to elicit full-throat support from Democratic moderates including House Speaker Nancy Pelosi. "The Green New Deal, just like proposals for free college or Medicaid for All, is nothing but an empty promise that leaves American taxpayers on the hook".

The resolution would force lawmakers in the House and the Senate to take a position on the Green New Deal and its ambitious goals of significantly remaking the USA economy within a decade of when the plan starts.

The resolution would be non-binding, meaning if it does get a vote on the House floor and passes it wouldn't become law, but is a way for Ocasio-Cortez of NY and Markley of MA, to push for action on climate change, which they hope to make one of the Democratic Party's top issues in the 116th Congress.

The Green New Deal calls for an end to "systemic injustices".

"We. need to be sure that workers now employed in fossil fuel industries have higher-wage and better jobs available to them to be able to make this transition, and a federal jobs guarantee ensures that no worker is left behind", according to a summary of the plan. Some of the ideas in the deal - like the initiative to be carbon-neutral within 10 years - are aggressive, NPR noted.

The resolution will also call for clean air and water, climate resiliency, healthy food, access to nature and "a sustainable environment for all for generations to come", according to the letter.

The resolution introduced by Ocasio-Cortez and Massachusetts Sen.

Labor unions would receive a large slice of the pie: the resolutions would ensure "high-quality union jobs that pay prevailing wages", strengthen union collective-bargaining rights, and guarantee "a job with a family-sustaining wage, adequate family and medical leave, paid vacations, and retirement security to all people of the United States".

The proposal has no chance of gaining support in the Republican-controlled Senate, let alone being signed into law by President Donald Trump, but has become a rallying cry among some liberals and a lightning rod among conservatives.

Every businessperson in the country will also be "free from unfair competition and domination by domestic or worldwide monopolies".

The resolution calls for a World War II-style mobilization effort to eliminate greenhouse gas emissions from agricultural operations. "It's time for our leaders to join the center of energy in the Democratic Party and prioritize our planet and its people over the profits of fossil fuel billionaires".

Electric vehicles represent just 1 percent of the country's vehicle fleet, and those are still powered by coal and natural gas.

It envisions a 10-year mobilization that would upgrade and expand power sources and power grids to meet 100 percent of power demand via clean energy sources, as well as overhauling transport systems to "eliminate pollution and greenhouse gas emissions from the transportation sector as much as is technologically feasible".
